1. Provides operation reviews, recommendations and policy reports. Supervises all Committee actions, as well as administrative, fiscal, personnel, property management and contracts; oversees audits and insurance; responsible for Annual Report, Annual Plan of Operations, and revision of Long Range Conservation Program.

2. Reviews and recommends farm and ranch plans, HECO plans, NRCS program plans and PL566 Programs.

3. Establishes or improves relationships with federal, state and local legislators. Actively participates in efforts to obtain support for RCD programs and increased funding for NRCS in CA; reviews any litigation regarding RCD.

Information and Relations Committee:

1. In conjunction with NRCS, investigates possibilities for wetlands banking/mitigation for future projects; NRCS WHIP Program

2. Oversees Newsletter publication, assists with HECO information program, serves as RCD liaison for Envirothon.

HECO Committee:

1. Oversees Grants (SWRCB, Coastal Conservancy, NRCS-EQIP) and represents RCD at various meetings regarding RCD interests.

2. Oversees HECO Program, NPDES Program as it relates to RCD and EIR's.
